A home inspector will often give a range of expected service life and this case roof is at the end of its useful life and should be replaced and this was stated in the home inspection report. For home inspection purposes, the roof will be noted at the “end of its useful life” and use of the general terms is commonplace. There would also be notations at to specific conditions, such as: missing shingles, excessive granular wear, and loose shingles in the home inspection report.
